I am not really sure how long I need to talk to a woman so that I can ask for her phone number. Is there some kind of rule on how long the conversation should be before asking her contact information?

There is no universal answer to your question because it depends on the circumstances in which you meet this woman. If you are in a bar or a club and she approaches you, then needless to say, you can directly ask her contact information since she is already interested in you.
However, if you meet her in different places like the mall or in the park, you have to be confident and just walk up to her and tell her that she is beautiful and you had to stop a minute to meet her. Do not be nervous or look like you are afraid of her; she will immediately feel your weakness and walk away. Most guys dread even the thought of approaching a woman, even though women want to meet guys and they want to be approached. All you have to do is act casual like this is the most natural thing that could happen and she will act the same. Just ask for her e-mail and she will most likely give it to you. If she looks like she is comfortable enough you can also ask for her phone number.
Always remember, women are also interested in meeting men so there is nothing that could possibly go wrong when you act with confidence and keep it simple.
